Privacy Policy
The Town of Parker (the “Town,” “we,” or “us”), through Parker Arts, takes your right to privacy seriously and is committed to protecting user privacy online. This Privacy Policy addresses the types of information we gather, which may include personally identifiable information (“Data”), how we may use that information, whether we disclose it to anyone, and the choices you have regarding our use of, and your ability to correct, the information. For the purpose of this Privacy Policy, the Town may share data with external business partners for marketing purposes. The Town will provide you with the ability to either opt-in or opt-out of the Town sharing your Data with our external partners. This Privacy Policy does not apply to other entities that the Town neither owns nor control, or persons that are not our employees, agents, or outside the control of the Town.
Collection of Data
Personally Identifiable Information
The Town does not and cannot collect personal information from visitors to the website who are simply looking at the site. Visitors to the site may choose whether to provide Data to the Town online. “Personally identifiable information” is information about a natural person that is readily identifiable to that specific individual, such things as an individual’s name, address, date of birth, and phone number. Your username, email address, or other submissions you make on this site may contain your real name or other personally identifiable information and, as a result, may appear on this site. The Town may collect personally identifiable information as well as anonymous demographic information, which is not unique to you, such as your ZIP code, age, gender, preferences, interests, and favorites. The Town will not collect sensitive personal information, such as your race, religion, or political affiliation, without your explicit consent. A domain name or Internet Protocol (“IP”) address is not considered personally identifiable information.
If you send us a message with a question or comment or fill out a form that emails us information and such communication contains personally identifiable information, we will only use this information to respond to your request and analyze trends. We may redirect your message to another government agency, partner, or person who is in a better position to answer your question.
Information of a Minor
If you register your minor child under your user account or sign up your minor child for an activity through the website, the Town will collect the minor child’s name, date of birth, gender, physical address and the phone number and email address(es) associated with the family account. In some cases, emergency contact, special accommodation requests and other relevant medical information of the minor child may be requested. In addition to the information saved into your user account, information collected through the activity registration process will be saved on the family account until updated or deleted.
Credit Card Information
The Town utilizes third-party vendors who collect payment for certain transactions, including those requiring pre-payment. The Town does not retain credit card numbers. Transmission of data over the Internet or any other public network cannot be guaranteed to be 100% secure.
Voluntary Disclosure
The Town will collect no Data unless it is voluntarily provided through email, participation in a survey, completion of an online form, provided as part of a user account, or engaging in an online transaction. Any Data collected by the Town is strictly for use by the Town and its trusted partners and not for sale or disclosure to any other organization or advertising agency, except as set forth in this Privacy Policy. The Town collects Data in order to provide customers with more personalized and effective service.
Log Files
Every computer connected to the Internet is given a domain name and set of numbers. This domain name and set of numbers serves as the computer’s IP address. When a visitor requests a page from any website within the Town’s domain, our third-party vendor’s web servers automatically recognize the visitor’s domain name and IP address. This does not include Data, such as names or email addresses of visitors. The domain name and IP addresses reveal nothing personal about the visitor, other than the IP address from which the visitor accessed the site. These domain names and IP addresses are recorded in our servers’ log files. Log files can be used for the following purposes: i) to monitor which pages are visited the most and least often; ii) for purposes of improving the website; iii) to detect server errors for purposes of troubleshooting; iv) to generate aggregate reports of website traffic; and v) to monitor files for site security. Log files are not kept on file permanently and will eventually be deleted. IP addresses are included as part of the Town’s survey data export process, but they are not shared outside this process or used as part of any analysis. Aside from the data export process, the Town will not release any information regarding the collection of IP addresses to any third party except when required by law or court order.
Use of Data
The Town collects and uses your Data to operate the Town’s website and deliver the services you have requested. It also uses the information to provide correspondence prior to a performance, event, or class for which you have purchased a ticket or registered, and to notify you of any changes to such programming. The Town also uses your Data to inform you of other products or services available from the Town. The Town may contact you to request that you fill out surveys in order to conduct research about your opinion of current services or potential new services.
The Town does not sell, rent, or lease its customer lists or other Data to third parties. Unless you opt-out, the Town shares Data with event organizers presenting shows and events at our facilities, instructors, programmers, etc., for marketing purposes. You may also receive marketing information from the Town about offerings that may be of interest to you. Additionally, the Town may share Data with trusted partners to perform statistical analysis, send emails or posted mail, provide customer support, or arrange for deliveries on behalf of the Town. Trusted partners who receive Data from the Town only receive names and email address, which should only be used for internal marketing purposes and not sold to third parties.
The Town keeps track of the websites and pages our customers visit within the Town’s webpages, including log files, in order to determine what Town services are the most popular. The data is used to deliver customized content and advertising within the Town to customers whose behavior indicates that they are interested in a particular subject area.
The Town will disclose your personal information, without notice, only if required to do so by law or in the good faith belief that such action is necessary to: (a) conform to the edicts of the law or comply with legal process served on the Town or the site; (b) protect and defend the rights or property of the Town; and (c) act under exigent circumstances to protect the personal safety of users of the Town’s services, or the public.
Marketing
By creating an account, you agree to receive marketing communications from us, including emails and occasional direct mail. You can opt-opt of marketing emails at any time by clicking the unsubscribe link included with emails or by contacting the Town. Additionally, when you purchase tickets to attend an event at our facilities or register yourself or your child for a class or other programming, you consent to sharing limited data (your name and email address) with our trusted business partners, but may opt out at any time by updating your account settings or sending an email to Parker Arts.
Cookies and Advertising
Like many websites, we may set and use cookies to enhance your user experience, such as retaining your personal settings. A “cookie” is a text file that is placed on your hard disk by a web page server. Cookies cannot be used to run programs or deliver viruses to your computer. Cookies are uniquely assigned to you and can only be read by a web server in the domain that issued the cookie to you.
One of the primary purposes of cookies is to provide a convenience feature to save you time. The purpose of a cookie is to tell the web server that you have returned to a specific page. For example, if you personalize Town of Parker pages, or register with the Town’s website by creating a user account, a cookie helps the Town to recall your specific information on subsequent visits. This simplifies the process of recording your personal information, such as billing addresses. When you return to the same Town website, the information you previously provided can be retrieved, and you can easily use the Town features that you customized.
We use “non-persistent” cookies in applications that keep track of a user and make it possible for you to complete a form or use a function. You have the ability to accept or decline cookies. Most web browsers automatically accept cookies, but you can usually modify your browser setting to decline cookies if you prefer. If you choose to decline cookies, you may not be able to fully experience the interactive features of the Town services or websites you visit.
The Town does not use cookies for targeted advertising. Any targeted promotions will only use data provided by you, provided that you have opted in to receive promotional materials from the Town.
Editing, Controlling, or Deleting Your Account Information
We provide you with the ability to edit most of the information in your user account that you provided to us during registration by using your personal page configuration area. You may request your account be retired by contacting us. Content or other data that you may have provided to us and that is not contained within your user account may continue to remain on our site at our discretion even though your user account is archived.
At any time, while accessing the website, any user while online may decline participation in any activity that requests information, such as a survey or email. Your choice not to participate will in no way affect your ability to use any other feature on our website. In online applications that request personal information, you are also provided the option of cancelling or “clearing all fields” of information and terminating the application. You may also “unsubscribe” from any notifications, notices, or emails that are sent to you automatically within the website. Please note, by unsubscribing you will also be removed from operational and informational emails containing information about programs or services you have voluntarily registered for.
Disclosure to Third Parties
The Town does not sell, rent, or lease its customer lists or other Data to third parties. The Town’s contractors, such as instructors and programmers for classes and camps, will receive a copy of their roster and the following information from participants in programming operated by those contractors: a) contact information; b) age; c) gender; and d) answers to any custom questions required during the enrollment process. Only information that is necessary for the contractors to operate the Town’s programming will be provided.
As a governmental agency, we are governed by open records laws. Any information that we receive through use of our website is subject to the same provisions as information provided on paper. Otherwise, we do not share personal identifying information with any third party without your permission, except as set forth in this Privacy Policy. We disclose only in aggregate form our statistical analyses or demographics of users to third parties.
We will make efforts so that your Data will not be provided to third parties and trusted parties unless: (i) provided for otherwise in this Privacy Policy; (ii) you do not opt-out of the Town sharing of Data; (iii) a service provided on our site requires the interaction with or is provided by a third party, such as an Application Service Provider; (iv) pursuant to legal process or law enforcement; or (v) we find that your use of this site violates this Privacy Policy, our Terms of Service, other usage guidelines, or is deemed reasonably necessary by us to protect our legal rights and/or property. In the event that you choose to use links that appear on our site to visit other web sites, you are advised to read the privacy policies that appear on those sites.
Changes to this Privacy Policy
We may make changes to this Privacy Policy from time to time. We will notify you of substantial changes to this Privacy Policy either by posting a prominent announcement on our site and/or by sending a message to the email address you have provided to us that is contained within your user settings.
Disclaimer
While this Privacy Policy states our standards for maintenance of Data and we will make efforts to meet them, we are in no position to guarantee these standards. There may be factors beyond our control that may result in a disclosure of Data. As a consequence, we disclaim any warranties or representations relating to maintenance or nondisclosure of Data.

The website may contain links to other sites. The Town is not responsible for the privacy policies or content of linked websites. The responsibility for content rests with the organizations that are providing the information. Our inclusion of links from these sites does not imply endorsement by the Town. Specific questions regarding any content should be directed to the appropriate organization. The Town makes no effort to independently verify, and does not exert editorial control over, information on pages outside of the Town’s website.
Data Rights Pursuant to the Colorado Privacy Act
- Right to Opt Out. You have the right to opt out of the processing of your personal data for the purposes of: a) targeted advertising; b) the sale of your data; and c) profiling in furtherance of decisions that produce legal or similarly significant effects concerning a consumer.
- Right of Access. You have the right to confirm whether we are processing your personal data, and to access your personal data.
- Right to Correction. You have the right to correct inaccuracies in your personal data, taking into account the nature of the personal data and out purposes of processing your personal data.
- Right to Deletion. You have the right to delete your personal data.
- Right to Data Portability. When exercising your right to access your personal data, you have the right to obtain your personal data in a portable and, to the extent technically feasible, readily usable format that allows you to transmit the data to another entity without hinderance. You may exercise this right no more than two times per calendar year, except as otherwise set forth in this policy.
